Disabling modes 2 and 3 in eBike/eScooter

I have an ebike with a 3000 watt motor, connected to an Votol Em50 controller. There is a mode switch that slides from 1,2 and 3. For safety of some users, I would like to disable modes 2 and 3. There are three wires from the switch, I disconnected 1 wire and the bike would not change from Park Mode to drive mode, Any ideas on how I can do this.
