Scratched E-bike

I bought a Raleigh Motus Grand Tour in matt black. Parked it in the locked bike sheds at work and some moron scratched it with his bike. The scratch is on the cross bar and it is down to the metal.

Does anybody have any advice for the best way to touch this up? I just want to protect the bike frame from the weather.

Here is how they fix deep car scratches. I imagine you can do something similar, at least up to the clear coat part.

That would be the professional approach at least.

If it was me, and the scratch was new, I would probably just touch it up with a little black rustoleum paint.
