I built a 500w e-bike with these dropouts, and it worked fine but seems a little small for the hub motor. If I put a 1500w motor and a torque arm will it hold?

No bro. Don't use that on that bike, quite simply because it won't last long and it can get you hurt beyond belief.
You need to have the hub motor axle inset deeper into the frame there so you won't have any troubles....
With what you're showing us ..you'll have Trouble.
I hope that sinks in and helps before you hurt yourself mate
The pic I posted that was a brand new aluminum bike the guy did not even get to ride once. Pulled the throttle 1 time & it snapped the rear dropouts off. It was a $550 dollar GT aluminum frame.
