Why are all my ebikes banned in half the USA?

So in buying a new e bike or maybe an e bike kit, how do I know how much actual power I will have when going up a steep hill? Do you use Newton Meters? Do you use Wattage? I am not sure that both are not being overstated.
Your display, depending on model, will show how much power the motor is providing at any given moment. Wattage and amps are common, I don't know about Newton-meters.
 
Here in Minnesota they actually changed the law for bicycles making stop signs and red lights equivalent to a yield sign. You can roll through them as long as you look both ways and grant right of way.
They did that in Oregon last year. Smart and efficient. Sometimes, breaking a traffic law makes it safer for me to be a bicyclist. I'd rather get through an intersection against the light when possible with no other traffic moving beside me than wait for a green and have cars racing to pass me. Minnesota huh? Brrrrrrrrrrrrrrrrr. You one of those guys that rides with studded tires?

I ride with the towns ebike cops in the summers.
Thats all they tell me...
"as long as we do not see anyone riding like an idiot or curb hopping or running through pedestrians, we do not bother them"

The cops i ride with and talk to keep it pretty real. I've seen them pull a couple kids riding BMX bikes bunny hoppin off and onto sidewalks with
walkers, so yeah, do't don't ride like an idiot and you'll be fine.
