In the USA we are not as restricted on speed (perhaps I should say "enforced on speed"). A possible catch-all for could be:
"35 MPH and up".

This will include many stock factory Ebikes which come new with higher power and speed.
This will allow all the "speedsters" a single place to talk about things like "combiners" without tainting the more generalized conversations.
