What is the USB port on my horn/light box for?

I have a USB port on the bottom of my horn/light box on the handlebars but have no idea what it is for, I tried to connect my phone and laptop to it but it did nothing. Can anyone help me with this problem?

Sounds like an add on light from Amazon maybe? Is it to charge the unit? Or is it wired into the bike?
