What is voltage (Minimum and maximum )range of 48V controller of ebike?

On a 48v pack:
0% is said it be 39.0v,
50% is said to be 46.8v
and 100% is said to be 54.6v.

My Magnum 48v battery is effectively dead at 46.8 volts. At that point I'm walking home.
