Smartmotion e20 throttle

Can anyone please help me? I have just purchased a smartmotion e20. The throttle is set at 6 km. Is there a way you can change this setting to 25 KPH so you can just cruise using the throttle?

my throttle will rock the bike forward but with any weight on the bike it does not move the bike forward at all. If I put the stand down and lift the rear wheel (not pressure) I can push throttle and it gets to about 2kph. If I do that and hold the throttle down and the "-" button for a few seconds it gets to 25kph but not with someone sitting on the bike.
