The simple controller used on some ebikes only gives you regen when you reach maximum speed of the motor or higher. Regen or EMF when slowing down does not reach a high enough voltage to overcome the battery voltage and therefore add to it's charge. A more sophisticated controller can change the voltage through various electrical components to charge your battery with a lower rpm EMF, kind of like the controller in a Toyota Prius does.
The EMF or regen will provide braking power if you can make up a system of current draw from the EMF like lights or something else to dissipate the electrical energy and then slow down the vehicle without as much wear on the brake pads.
