Have you put a meter on the output of the charger to see what voltage is delivering? Most chargers have a tag on them indicating what their output voltage is suppose to be.

What does the display show as far as battery charge. Maybe the batteries fully charged. I take it back to the shop for you got it and let them figure it out.

Are any of the pins on the charger plug bent or broken? If not I highly suggest putting a voltmeter on the upper pins of the charger and checking what it's putting out. Typically these charges are pretty cheap and might have a high failure rate.
