Longer chain for the the BBS02 kit?

I'm using a 46T chain ring and I can't use the 1 or 2 lowest sprockets on the rear cassette? Do I need a longer chain?

You shouldn't need a longer chain, you can get away with using just the other gears if just riding on the street with power assist. Just don't change into those gears. If you want to use the bike without power assist, then you may need those gears, and therefore a longer chain.
