I’m going to suggest you look in to quality off brand motorcycles. You should be able to find a used MotoGuzzi Breva at your price point. Then you’d have enough power to be safe and still be able to get 50mpg.

You can finance a registrable motorcycle easier than an e-moped.

If it’s not a freeeway (divided highway) then politely request the officer issue a ticket or a written warning so you can ask a judge.
If it is a freeway you can request an allowance from the transportation department in writing.
