Heybike Ranger 2 handlebars will not tighten enough to stay tightened with front wheel

I want to stay active and bought a Heybike Ranger 2 folding 750 watt fat tire ebike. It looks like I didn't study them enough. I have 30 days to decide if I want to send it back to Walmart. My most immediate problem and a definite deal killer is I can not tighten the handlebars enough to stay aligned with the front wheel. I followed the installation instructions and inserted and lined it up, then folded the handle bar stem down so I could tighten the stem cell nut allen head screw No matter how much I tightened it, when I went to test it, holding the tire between my knees and attempting to turn the handlebars, they turned. If I can not get a fix here, Im taking the bike to a bike shop for an inspection to be fixed and whether I should send it back. Any help would be greatly appreciated and Thank You

Hello, I know some folding stems, but I'm not sure about the Ranger2. If you fold down the handlebars to get at the hex nut and you loosen it and take that whole lower stem out, what do you have? Do you see what they call a quill stem? There should be a diagonally shaped shim on the end that expands sideways as you screw it down. If you don't, can you post a picture of what you do have? I'm wondering if your shim is missing or stripped or if you have some other type. I'll post a couple of pics as to what I mean. The middle pic in the first shot is that type. The next picture is just the shim, there are 2 different sizes.
