Help! Top speed programming

Hello,
I just purchased a himiway 750w bike. I'm having an issue getting it to go faster than 22 mph.
I have read and watched the videos and still can't figure out why.
I have it set to 45 kph but as soon as it hits 22 mph. the motor backs off and holds it there. I'm assuming it should hold it at 28 mph. Correct?
If I set it to 25 kph. it only goes 15 mph.
Does anyone have any suggestions?

Have you checked to see if it’s set for 48 volts and not 36.
One person had noted his had come set at 36.
