I am assembling a new Breeze step thru. The calipers on the front wheel are tightly closed out of the box. How do you get them open so that the rotor drops in?

Sort of like bleeding the brakes.
You'll need something to spread the pads...they normally include some plastic piece for that.

Are yours mechanical or hydraulic brakes?

Welcome to our humble home by the way

The Breeze has mechanical brakes. Does the brake lever feel ok? Is there a piece of packing material stuck somewhere?

Simply pry the brake pads apart by placing something between them like a putty knife or a wedge of some sort. If you can't do that while the caliper is mounted on the fork, remove the caliper and brake cable mount the wheel and find someone to help your spread the pads maybe a tech at a local bike shop.
