Fat tire Vivi ACE07 ebike surges when I pedal, even though I am above the Pedal Assist range

I am a senior citizen and new to ebiking. When coastiing down hill at 13 mph in PA 1 (top speed 6 mph), if I attempt to pedal, the motor kicks in and the speed will surge a few mph before the motor kicks back out. This scares my wife when she is riding. Is this normal response for all ebikes? If not, can it be adjusted?
 
It's not particularly normal. The manual for your bike is on "Manualslib.com". I think the controller is a very simplified one. You do have brake cutoffs in your brake handles, so dragging one of those even just a touch should keep the motor off while you are coasting and pedaling. You can also hit the minus button to take you out of Pas if you need to, but that controller doesn't have many advanced adjustments. You could check your cruise control to make sure that isn't somehow coming into play, but those are really your only options.
