How about a spare brake lever? I guess it depends if eMopeds have similar brake levers to motorcycles. If they do then carrying spare brake levers might be worth it in-case you suffer a fall. It's always a sad day when you snap your brake or clutch lever on your motorcycle and you didn't pack a spare!
 
Some paracord, in case something needs to be tied to something, like the gallon jug of milk you forgot you were suppose to buy, or the jacket you don't want on anymore and then there is the pants leg that was eaten by the chain (see Smaugs other posts). :)
 
Here's my old kitchen-sink tool kit from 2020. It fits under the (pictured) longboard deck of my Big Fat Dummy longtail. So space was a non issue.

What I do that you don't:
  • I carry an entire chain. Usually brand-new in box so it is neat and compact. I do this even on my lightweight kits. I've never had to use one but I don't ever intend to walk home if I snap a chain for the first time.
  • The Park mini chainbreaker goes in the bag as well. Along with chain pliers that both open and close.
  • A T25 torx wrench as my brakes, brake rotors and a couple of other bits use Torx.
  • A motorcycle tire spoon can make the difference on a stubborn bead but is emergency use only.
  • Needlenose pliers for a quick grab to remove a nail or glass so the tire sealant can do its work before the tire fully deflates. These go somewhere I can grab fast.
  • We don't need no steenking first aid kit.
What I have changed since 2020:
  • Small Knipex pliers replace the two crescent wrenches that I used for axles and small bits on the bike. The small 180mm version is still plenty to remove and re-fix an axle bolt.
  • The Lezyne fat pump has been replaced by a compressor that is powered by the ebike battery
  • I don't carry a whole hex key set anymore. I now carry just the wrenches that fit things on the bike in a soft eyeglasses case.
  • I have a Prestacycle Torqratchet and the bits that go with it in the same eyeglasses case as the hex keys.
  • I don't keep the screwdriver to adjust the onboard charger pot anymore.
Sometimes I have a knife back there. Sometimes a multitool. Never a bicycle multitool. I like to restrict myself to using the tools I carry regardless of whether I am roadside or in my work shop (i.e. patio). That way I'm not at a disadvantage roadside using some half-assed compromise I am not used to working with.

Oh, and also this bike is tubeless! So no spare tubes. Ordinarily I always carry one no matter how fat the tire is. Item 2 above is a patch kit but thats only for being a Good Samaritan for someone else.
