The front tire disc rubs metal to metal where the brake assembly attaches to the frame. It was factory installed so tight I can't get it loose by hand. I'm worried if I use my impact drill the bolt head will be destroyed. I tried loosening the center cap (both sides) that I installed after I put the tire on, but that doesn't fix the problem. Even with those cap bolts off, the metal still rubs when I spin the tire. FYI, this image was taken with the bike upside down.

It sounds like you are missing a spacer inside the dropout.
Did you have any leftover parts after assembly?
Or maybe you put a spacer on the wrong side?
I would go ahead and break the nuts loose and adjust the brakes. If you destroy those bolts you needed better ones anyway.

I see it too, looks like the lock/spacer is on the outside instead of the inside...good catch :)
 
Thanks for taking a look. There wasn't any parts left over (that I know of). Here is a side view where the tire is on the fork -- the thicker washer with tab faces in & thin washer with hook faces a hole in the frame, then topped with the hex cap nut. I took a plastic piece out from between the brake pads before installing the front tire. I believe that was just a place holder where the disc slides in. I unscrewed everything after my 1st post here & put it all back together in case something was miss aligned. I'm able to slide a strip of paper between where it looks like the metal is rubbing. Can still hear metal on metal when the tire spins, but when I slide the paper where the rub marks are on the disc, the paper isn't damaged when I spin the tire. Could now just be a case of needing to ride it to see if the sound disappears or gets worse. I plan on replacing all screws & bolts that need regular maintenance -- want to get it in riding condition first. That hex cap on the fork came buggered like that. The shipping box was damaged right where that cap was attached. Got dragged around a bit, so I wouldn't be surprised of that area is a little bent inward out of true. So many bike shops have closed & am having a hard time finding anything local.

Does that thicker washer go inside the fork with tab facing out? ... oh yeah, I rewatched the install tutorial & yep I have that washer on the wrong side of the forks. Thanks.

Probably means you have to readjust the brake caliper now. I’m betting you’re going to have to break those bolts loose after all.
 
I couldn't get a control door off an ebike because they put it on with Phillips machine screws and locktite. I used an impact, set on level one and just kept pulsing it. You could also pick up a set of the long armed hex wrenches for more leverage. Lowes has a good metric stainless hex bolt collection, if you have a store near you. You might also want to check to make sure your rotor is still true.
