I saw a bunch of these in Amsterdam last year. Not this specific model but similar pedal-powered enclosed 4-wheel cycles. Apparently its a specific class of cycle there that is quasi-allowed to use the bike lanes. Kind of. I saw one that had a gas motor and the people I was riding with said that one was a no-no.
