Batt capacity bench test

Does anybody know of a system to accurately measure the charge and discharge capacity of an ebike battery? I mean an actual coulomb measurement, not just jumping on the bike and riding it. Most batteries do not produce actual rated capacity. I would like to know exactly what I'm getting..

You can calculate Watt-hours or Amp-hours. The only other way I know is capacity testing through discharge then measuring the charge current and duration. Most batteries I've seen provide the Ah and Wh as part of the information consumers use to determine which battery to purchase
